Gnomes have always focus technology over worship of any kind. Part of it is just gameplay. Paladin is a very different mindset. Light priests are exclusively support healers.
Paladins are a more militarized version with a different code and discipline they follow and not every culture has taken that step even if they do have priests and warriors.
I think Gnomes would require some things to become a paladin. It actually would make sense for Dwarves to be able to be Druids.
